In the United States, the television pundits would say that the reason people are answering the survey this way is because they know the survey will be reported on, and thus it is a means to let the government know how they are feeling about the governments performance. Even if people are not terribly dissatisfied, just a little bit, they will answer these surveys in the way most critical of the government, as a way to spur them to action.
